This is so difficult for certain positions, but in the world of travel nursing - there was a lot of room to negotiate. The thing about it is, though - depending on your taxable hourly income - you can negotiate different salaries between your housing, stipends, and the pay per hour - but at the end of the day, it usually adds up to about the same take-home money. But for me, I always opted for W-9 instead of W-2 when that was an option - such as PRN through a local agency - as I brought home more money right away and ended up paying in less at the end of the year than if you are W-2 status. It's marginal - but the it was more pocket money and the money coming in immediately at larger amounts made a huge impact on my day-to-day.
